Paul Flemming
Managing Director & Principal
Paul is Managing Director and Principal of ESAI Power LLC. In 1999, he joined Energy Security Analysis, Inc. (ESAI) and in 2003 took responsibility for ESAI’s Northeast Power Service analytics and research. In 2009, he formed ESAI Power LLC and became Principal and Managing Director of this new entity independent of ESAI. He also serves as Senior Consultant and Project Manager for consulting engagements. Prior to his roles at ESAI Power, Paul Flemming was Manager of Trading at Koch Industries and Caltex Petroleum (Chevron-Texaco) in Singapore. He also has experience in Project Development and Mergers and Acquisitions. He has over thirty years of experience in the energy field, largely in trading and market analysis.
Scott Niemann
Director & Principal
Scott Niemann is an economist with more than 20 years of experience in the design, policy, and analysis of energy markets. He has advised clients on a broad range of commercial and policy related issues in energy markets and network industries. Much of his Current work focuses on wholesale power markets, addressing market design, infrastructure investments, cost-benefit analysis, LMP pricing, financial transmission rights, resource adequacy markets, seams issues, and market power. Dr. Niemann has conducted numerous market studies addressing financial performance of electric generating assets, benefits of potential electric generation, transmission, and gas infrastructure upgrades, valuation of financial transmission rights, market power concerns, and economic damages. He has been retained as a market expert by a broad range of clients, including utilities, merchant power providers, investors, and trading organizations. He has provided expert testimony in proceedings before the Federal Energy Regulatory Commission and several state commissions.
Prior to joining ESAI, Dr. Niemann was a Vice President in the Energy Practice of Charles River Associates, where he worked from 2001 through 2012. From 1998 until 2001, he was a Principal Consultant at PA Consulting (and predecessor companies, PHB Hagler Bailly, and Putnam, Hayes, and Bartlett), where he conducted economic analyses in the environmental, energy, and commercial litigation practice areas. Scott holds a PH.D. in Economics and a Masters of Science from the University of Wisconsin, and has a B.A. in Mathematics, Political Science and Economics from the University of Kansas.
Tom Bausemer
Chief Operating Officer
Tom leads the ESAI Power practice focusing on the New England, New York and PJM Power Markets. Bausemer brings over 25 years’ experience in the information and commodity trading markets. Prior to joining ESAI Power, Tom spent 4 years as CRO at FastMarkets RISI, and also held senior management roles in consulting and business development at Forrester Research during his 11-year tenure.
Oliver Kleinbub
Director Energy Services
Oliver is an expert in electricity markets and electric power systems with more than 18 years’ experience in the power industry. He is the lead author and editor of several quarterly, monthly, and bi-weekly ESAI publications, covering transmission policy, transmission developments, energy market trends, and congestion analysis. Mr. Kleinbub advises clients on financial transactions of transmission and generation assets in competitive electricity markets.
Mr. Kleinbub was previously a Principal in the Energy & Environment Practice at Charles River Associates (CRA), where he oversaw economic analyses and modeling of wholesale electricity markets and advised clients on power market issues, valuations of generation assets, benefits of proposed transmission projects, market power assessments, and RTO membership. Prior to joining CRA, Mr. Kleinbub was a senior analyst with ESAI, where he provided intelligence on the Northeast power markets to a wide range of clients. He gained significant experience in power systems and reliability analyses as a senior engineer for National Grid in Massachusetts, and as a power system planner for Southern California Edison in California.
Mr. Kleinbub has supported clients in regulatory proceedings and has provided expert testimony to the Federal Energy Regulatory Commission (FERC) and the NY Public Service Commission (NYPSC). He is licensed as a Professional Engineer in the state of Massachusetts.
Julia Criscuolo
Director Renewables & Emissions
Julia spearheads our research on Renewable Energy and Emissions, including our quarterly publications: Renewables Watch and Emissions Watch. Julia joined ESAI in 2007. She leads ESAI Power’s Renewable Energy and Emissions research agenda, and works extensively on ESAI’s renewable energy, onshore and offshore wind, solar, and battery storage custom consulting projects. She is responsible for developing Renewable Energy Credit (REC) forecasts in PJM, NYISO, and ISO-New England and maintaining the firm’s renewable energy supply and demand models. In addition, she is responsible for ESAI’s Project Evaluation Program, a database of every power generation project in the Northeast markets. Prior to joining ESAI Power, Ms. Criscuolo worked at the Edison Electric Institute (EEI) in Washington, D.C.
Joe Prosack
Research Manager
Joe is a Research Manager focused on the analysis and development of insights for the Northeast energy markets. Joe also contributes to the development of new models and analytical tools improving ESAI’s assessments of power markets. Prior to joining ESAI, Joe worked for a power trading hedge fund developing and executing trading strategy for short-term congestion products in ERCOT (Point-to-Point) and PJM (Up-to-Congestion). Joe previously worked as a Power Market Analyst at Genscape Inc., specializing in PJM and providing energy market intelligence to a wide array of clients ranging from proprietary traders to asset managers and load serving entities.
Bruce Stirling
Manager Market Data and Software
Bruce focuses on providing data and analytics for ESAI Power’s market-leading publications and research projects. Bruce joined ESAI Power in 2016 with an extensive data management and software background. Stirling also automates ESAI Power’s processes and integrated software platforms and tools to ensure data integrity and consistency. Bruce is the lead author of ESAI Power’s Natural Gas Fundwatch, covering the Natural Gas market on a weekly basis and provides data and analytics for many of ESAI Power’s quarterly, monthly, and bi-weekly publications.
Prior to joining ESAI Power, Bruce worked at Bank of America. At BAC’s Global Capital Management unit he delivered data, software, and process improvements for the trading analysts and unit management.

James Nutter
Research Analyst
James is a Research Analyst focused on renewable energy policy research and analysis. He maintains ESAI Power’s database of expected generation supply additions and retirements that underlies our market forecasts. James contributes content to our Emissions Watch and Renewables Watch publications.
Before joining ESAI Power in March 2021, James worked in the retail energy consulting space. While at Wood Mackenzie Energy Management, he performed risk management and consulting services for retail electricity suppliers in deregulated markets. Prior to Wood Mackenzie, James worked at an energy consulting firm and gained experience in retail energy price modeling, power hedge execution, and renewable asset management. James graduated from Georgetown University in 2018 with a B.A. in Economics.
McGara DeWan
Power Market Research Analyst
McGara is a Power Market Research Analyst focused on the Northeast energy and capacity markets. She provides research-driven insights into transmission project development and transmission policy and supports congestion analyses within the Northeast electrical power grid. McGara contributes to several market reports and publications.
Prior to joining ESAI Power, she worked as a Power Market Associate at Wood Mackenzie, specializing in the MISO energy region and providing energy and nodal price forecasts to asset managers, utilities, and short-term traders.
Kathy Cooper
Office Manager
Kathy has over 20 years of experience as an Office Manager. She joined ESAI Power in 2007 to manage our office. She handles the general office flow, subscription management, and bookkeeping. She serves as a point person for client site access, distribution of publications, and accounting queries. Kathy holds a bachelor’s degree from Providence College.
