On May 2, PJM selected 51 projects, totaling 11,793 MW, to join the Transition Cycle 2 (TC2) generation interconnection study group (AG2 and AH1 queues) through its Reliability Resource Initiative (RRI).  PJM had intended to select 50 projects in the RRI, however two projects received the same score, which resulted in PJM selecting 51 projects.

According to PJM’s timeline, Interconnection Service Agreements (ISAs) are expected to be issued to projects with queue positions in the TC2 group by January 21, 2027.  If these 51 projects had not been selected through the RRI, their interconnection requests would have been studied in the next study group, meaning that they would not have received ISAs until 2028 or later.  ESAI notes that obtaining an ISA is just one of the many milestones that project developers must reach.

ESAI’s recent updates on the RRI include a summary of PJM’s RRI process, including the scoring formula that PJM applied for each project.  ESAI’s data also includes analysis of each of the 51 Projects.  Note that in the May issue of ESAI’s PJM Generation Asset Monitor

Learn About Capacity Watch

Capacity WatchTM provides quarterly analysis of capacity markets and policy issues that impact capacity price outcomes over a 10-year forecast horizon. Also provided is an evaluation of the outlook for the construction of each generation project in PJM, NYISO, ISO-NE and MISO. Every project is assigned a “probability of completion” factor in percentage terms which is then applied to develop a forward assessment of likely capacity additions within a particular pool. The impacts of new generation and retirements on reserve margin surpluses and forward capacity market values is updated and presented in each issue. ESAI’s project database (Generation Asset MonitorTM) is updated and presented with each issue.
